Project No. CSHIPP-0007-00(593) Jasper County, Georgia

Sealed bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of Sidewalks, Landscape in Monticello will be received at City Hall in Monticello, Georgia, until 10:00 A.M., local time, on (Thursday, May 11, 2017) and then at said office publicly opened and read aloud at 10:01 A.M. No bid may be withdrawn after the closing time for the receipt of bids for a period of ninety (90) calendar days.

Work to be done consists of furnishing all labor, equipment, materials, overhead, profit, insurance, fees, licensing, third party sampling, testing, approvals and reporting necessary to complete construction of the Sidewalks, Landscape in Monticello. Construction work includes erosion control, maintenance of traffic, grading, subgrade preparation, concrete surface course, sidewalks, signs, pavement marking, landscaping, grassing and other miscellaneous work called for by the Contract Documents. The contractor shall be responsible for all utility disconnections. The Georgia Department of Transportation Standard Specifications, 2013 Edition and applicable Supplemental Specifications and Special Provisions apply to this project.

No hard copies will be distributed by the City or the design team. Partial set of the documents will not be issued.

Payment of the Contract amount will be made on a periodic basis on applications for payment from contractor and approved by the engineer based on work accomplished, products furnished and products stored on site. Such progress payment requests shall be submitted by contractor no later than 25th day of each month during term of the Contract and shall be paid by the Owner within thirty (30) days after receipt of approved progress payment requests, less retainage and other deductions provided in the Contract Documents. Further details concerning the payment provisions of the Contract are contained in Article 14 of the General Conditions of the Contract Documents.

Bids must be accompanied by a certified check or bid bond in an amount of not less than ten (10) percent of the amount bid. A Contract Performance Bond and a Payment Bond equal to one hundred and ten (110) percent of contract price will be required from the successful bidder prior to contract execution – per GDOT Specification 103.05. Attorneys-in-fact who sign Bid Bonds must file with the bond a certified and effectively dated copy of their Power of Attorney. This shall be attached to the Bid Bond. Bidders submitting bids over $2,000,000 shall be prequalified with the GDOT. Bidders submitting bids $2,000,000 or less shall be prequalified or registered subcontractors with the GDOT.

The successful bidder shall commence work with an adequate force and equipment on a date specified in a written order of the City of Monticello and complete the work within the time specified under the contract documents. The required DBE goal for this contract is 14%.

The City of Monticello in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d—42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.

Owner’s Right: The City’s obligation under this contract is contingent upon the availability of funds from which payment for contract purposes can be made. The City reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror(s). Subject to availability of funds, the contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the advertisement for bids. The City shall have the right to reject any and all bids and re-advertise for other bids when the bids submitted are not, in its judgment, satisfactory.

A pre-bid conference (not mandatory) for all bidders will be held in the City Council meeting room, Monticello City Hall at 10:00 A.M., Thursday, May 4, 2017.
